This article is part of an international relations study conducted by the authors. This study aims to illustrate the extent to which Indonesia can get out of the “entanglement” of the COVID-19 pandemic, especially in the tourism industry sector. Another purpose of writing this article is to analyze the Indonesian government’s role in using the term “new normal” and its relation to sustainable tourism during the COVID-19 pandemic has not ended. Tourism during the COVID-19 pandemic is the focus of the discussion of this article because it is one of the industries most harmed by this pandemic. Globally the loss of world tourism reaches US $22 billion. This figure will continue to increase as long as this pandemic cannot be controlled through vaccines and drugs. No exception for Indonesia, which lost the country’s original income from this sector, reaching tens of trillions of rupiah in just four months since WHO announced COVID-19 as a global pandemic. The new normal situation during the ongoing COVID-19 pandemic is an opportunity as well as a challenge for world tourism in general and Indonesian tourism in particular. The change in lifestyle and habits of the community in traveling directly or indirectly has “hit” this industry very hard. Undeniably, reactivating tourism industry activities do have considerable risk, but on the other hand, many sectors depend on this industry. This study aims to formulate an integrated mentoring model by involving multi-stakeholder collaboration for small and medium enterprises (SMEs) in the creative economy sector. More specifically, this study tries to identify the mentoring aspects required by SMEs in the creative economy sector and to formulate a mentoring strategy that fits their actual needs by involving multi-stakeholders. Indikator penilaian kinerja implementasi kebijakan memperhatikan beberapa aspek antara lain akses, bias, ketepatan layanan, akuntabilitas dan kesesuaian program dengan kebutuhan. Desa Gumelem Kulon pada dua tahun pertama menjadi yang terbesar dari 266 desa lainnya di Kabupaten Banjarnegara dalam penerimaan dana desa (DD) dan merupakan salah satu desa yang dapat menggambarkan kondisi geografis secara umum Kabupaten Banjarnegara. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis implementasi kebijakan dana desa di Desa Gumelem Kulon Kabupaten Banjarnegara. Metode penelitian yang digunakan adalah metode kualitatif, dengan teknik pemilihan informan purposive sampling. Hasil penelitian ini yaitu Implementasi Dana Desa di Kabupaten Banjarnegara Studi Penggunaan DD di Desa Gumelem Kulon belum berjalan secara optimal. Beberapa aspek yang belum terpenuhi secara optimal diantaranya: pertama, dari sisi Aspek akses, sosialisasi yang dilakukan pada dua tahun pertama masih dengan metode lisan dan belum tersampaikan secara maksimal. Kedua, terjadi bias atau penyimpangan yaitu seluruh pemakaian DD 100% digunakan untuk pembanguna fisik, belum mengarah kepada pemberdayaan masyarakat. Ketiga, peneliti menemukan bahwa masyarakat Desa Gumelem Kulon sebagian besar masih berpendapat bahwa pembangunan fisik lebih penting dari pada pemberdayaan. Devolution has become a major policy trend in the forestry sector of developing countries. Using the case of Banyumas district in Central Java as an example, we examine the challenges of implementing devolution policies at the local level. Applying a theoretical framework based on the concepts of social and political capital, we analyze the strategies used by proponents supporting implementing a community-based forestry system in this district and opponents against it. The proponents include the forest communities, a local non-governmental organization (NGO) and national NGOs. Our analysis showed that they effectively combined their social capital with other resources to create political capital, e.g. by mobilizing the villagers and by lobbying.
